I used to have a similar system for keeping my wardrobe from bursting at the seams due to unused clothing. My wardrobe has sliding doors and is much easier to get into at one end than the other. So stuff that got worn regularly got hung at the easy access end and stuff that didn't slowly got pushed to the other end. Twice a year I'd open the other door and get rid of the half-dozen items that had migrated to the far end.
Then I went through a re-evaluation of personal style and kept hanging on to things just in case they turned out to be useful after all.
